Phase 1: Define System and Software NAEP Requirements
Subcontractor will meet with NCES to establish initial (8 month), and long-term (1-5 years) goals for the data platform. Subcontractor will revisit and evaluate their Subcontractor Automated Data Analytics (ADA) engine and Analytical Data Container and determine if additional development or features before demonstration.
Subcontractor has developed an end-to-end solution for this data analytics quest with its Automated Data Analytics (ADA) engine within its Analytical Data Warehouse, called Analytic Data Container, to serve as the information and analytics source for the entire NCES NAEP staff that manages, reviews, and directs the development of NAEP. The engine will reduce costs while increasing productivity for data collection, disseminate data quickly and efficiently across the NCES and NAEP, improve monitoring of the NAEP system, perform trend data analyses, and display data in user-friendly formats to provide insight into the data to aid in complex decision making.
Phase IA: Planning and Evaluation of Vitalus Technologies’ Automated Data Analytics (ADA)
Subcontractor will conduct project planning and specify business requirements in compliance to NCES/NAEP objectives to provide details for the Planning and Evaluation Phase by addressing the following components:
• Coordinate planning, organization, status and communication.
• Gather NCES business needs in order to configure Analytic Data Container.
• Correlate system features to support NCES business needs.
• Identification of the stakeholders, define system and data security policies
• Users and other applications (i.e., actors) that will interface with the system.
• Specify system events that the system must be aware of and respond to.

Phase 1B: Initiate Features Frameworks, Produce Sample Outputs and Demonstrations
Based on approved plans from Phase 1A, Subcontractor will provide a timeline along with a set of features build-out and demonstrations. Subcontractor and NCES management team will meet regularly to make ready for demonstration to NCES and its senior officials.

Background and Purpose
The National Assessment of Educational Progress (NAEP) is required to provide, in a timely manner,
a fair and accurate measurement of educational achievement in reading, mathematics, and other
content areas including writing, science, history, geography, civics, economics, foreign languages
and the arts.
The assessments are representative of the nation, regions, and where appropriate, states at grades
4, 8, and 12. NAEP shall also report on national long term trend assessments in reading and
mathematics for students at ages 9, 13, and 17. NAEP is administered by the Assessment Division
(AD) within the National Center of Education Statistics (NCES).
Specific Tasks

Related to Task 4 of the project scope of work, the Contractor will perform the following tasks to develop and implement National Convenings:
Pre-Meeting Services
PEP will perform pre-meeting services and provide status reports during calls with the COR
Secure Meeting Location (Subtask 4.1): At least 90 days prior to the event, PEP will identify a metro-accessible location to accommodate at least 400 participants, with multiple breakout room options.
Logistical Support for Experts (Subtask 4.2): PEP will confirm hotel reservations and travel arrangements for ten experts/speakers per meeting at least 90 days prior to the event. The JFF Team will identify the ten experts/speakers per meeting in coordination with ED.
Logistical Support for Participants (Subtask 4.3): PEP will reserve a block of hotel rooms for participants and provide logistical support for travel to and from the meeting at least 90 days prior to the event. PEP will prepare a logistics pamphlet for participants within 10 days of approval by ED of the meeting date.
Agenda and Materials (Subtask 4.4): The JFF Team will work with ED and provide the content and structure details to PEP, who will format the first draft of the meeting agenda and materials at least 45 days prior to the event. The JFF Team will incorporate feedback, and PEP will prepare a second draft of the agenda and materials within 10 days of receiving feedback from ED. Third and final drafts of agenda and materials will be developed seven days after receiving feedback from ED. Additional meeting materials, such as name badges, participant list, evaluation forms, table tents, and signage, will be prepared by PEP at least seven days prior to the meeting.
Dissemination of Agenda and Materials (Subtask 4.5): PEP will post all materials on the registration website and email them to all participants at least seven days prior to the meeting.
Electronic Registration System (Subtask 4.6): PEP will design and develop user-friendly online registration system and have it operational at least 30, and ideally 60, days prior to the meeting. Meeting materials can be posted in this system and links disseminated to participants to avoid large emails that may be blocked by some systems.
On-Site Meeting Support (Subtask 4.7) and Note-Takers/Convening Notes (Subtask 4.8)
The following tasks will be performed while on-site (not to exceed one day)
Technology Support: PEP will ensure technology is available and operational.
Registration Services: PEP will manage registration which includes: greeting staff, participants and speakers; distributing name badges and packets; and serving as a home base for participants.
Speaker Assistance: PEP will greet speakers; confirm their presentation time, room name, and location; assist them with finding their room; and connect them with a technician for A/V assistance.
Administrative and Logistical Support: PEP will place signage, check rooms to ensure correct setup and audiovisual equipment, take messages, and make any final adjustments.
Note Takers and Convening Notes (Subtask 4.8). The JFF Team will provide note-taker(s) to capture outcomes and highlights from the meetings. First draft of notes will be submitted to the COR within 14 days of the convenings; final notes will be submitted within five days of receiving feedback.

Most of this task consists of developing the web pages in accordance with IES and NCES style and technical standards. During the performance period, ESSIN 14 Task 4.2 will produce four Focus on NAEP reports. These reports will be released on the Focus on NAEP microsite on the Nation’s Report Card website. AIR will prepare the template files to share with MacroSys, then the MacroSys team will code, prepare interactive figures, update the content, ensure that the files are 508 compliant, and upload the files to the content management system for review/approval. MacroSys has supported AIR’s development of the Focus on NAEP report series since it became web-based in 2016.
In addition, AIR will continue developing an Ed Tech Equity data tool for NCES to access via the Ed Tech Equity Initiative website. We require MacroSys support for some aspects of the development phase of this work.
