The U.S. Army Contracting Command – Rock Island (RI) at Picatinny, in support of the Office of the Project Manager Combat Ammunition Systems (PM CAS), has a requirement for the production of PA161/PA103A2 Metal Containers in support of the 155mm Modular Artillery Charge System (MACS) M231/M232 and variants. This effort is for a new 5-year sole-source Indefinite Delivery/Indefinite Quantity contract with Firm-Fixed-Price delivery orders to support FY2027-31 requirements. This action is a follow-on contract for the continued production of PA161/PA103A2 Metal Containers. The new sole-source award will be made to Conco, Inc. located in Louisville, KY on an other than full and open competition basis utilizing Title 10 United States Code (U.S.C.) Section 3204(a)(3) as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-3 (Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services). Award is projected for 3rd Qtr FY27. In accordance with RFO 16.504-1(b), the contract will include a minimum guarantee in the amount of $5.2 million. The estimated maximum contract value for this new effort is $586M. The production quantities over the 5 years would be as follows: PA161 Metal Containers: 920,145 and PA103A2 Metal Containers: 3,090,060. The PA161/PA103A2 containers are currently produced by Conco, Inc. The PA161 and PA103A2 Metal Containers are square-rimmed 6-inch diameter cylindrical steel shipping and storage containers between 31 and 38 inches in length and used for the 155mm M231 and M232 MACS. Two different propelling charges of the 155mm M231 and M232-series provide a complete zoning solution for 155mm artillery applications by using multiples of basic increment. The M231 charges are used at lower zones (Zones 1 and 2), while M232-series charges are used at progressively higher zones. A total of four M231 MACS are packed per PA161 container, while five M232A2 MACS are packed per PA103A2 container. These containers were developed to protect the MACS charges throughout the Army's stringent logistic environments and have design features that improve the insensitive munitions characteristics for the MACS system. Level III Government-Owned Technical Data Packages (TDPs) are available for the PA161 and PA103A2 Metal Containers and will be used for this requirement. The TDPs are coded as Distribution Statement D (authorized distribution of technical documents to the Department of War (DoW) and U.S. DoW Contractors only). A fully executed DD Form 2345 and a completed Non-Disclosure Agreement (NDA) will be required prior to receiving the TDPs. This is a Pre-Solicitation notice, and the Government anticipates release of the Request for Proposal (RFP) in December 2026. Any information or exchanges between contractors and the Government concerning this notice are at no additional cost and/or obligation to the Government. The associated North American Industry Classification System (NAICS) for this effort is 332439. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM website at http://www.sam.gov to be eligible for contract award. This notice does not constitute a formal RFP, nor is the Government obligated to issue an RFP.
