ACQUISITION INFORMATION: The U.S. Army Corps of Engineers is issuing this Sources Sought Announcement as a means of conducting market research to identify parties having an interest in and the resources to support a potential future facilities operation and maintenance requirement for NAMRU-S facilities in Peru. The Government seeks to identify firms capable of providing personnel, supervision, management, materials, equipment, tools, transportation, and related support necessary to perform comprehensive facilities operation and maintenance services at geographically separated locations in Peru. The result of this market research will contribute to determining the method of procurement and acquisition strategy. Anticipated Period of Performance: 1 base year and 4 each 1 year options. Anticipated Award by 3rd Quarter Fiscal Year 2027. 6. ANTICIPATED ACQUISITION STRATEGY: Corps of Engineers Latin America and Caribbean District anticipates soliciting and awarding one (1) Facilities Operation and Maintenance Services Single Award Task Order contract to be procured in accordance with Revolutionary FAR Overhaul (RFO) Part 15, 16 and 37. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government is conducting market research to determine the availability of responsible contractors with the technical qualifications, host-nation experience, staffing capability, financial capacity, and management infrastructure necessary to perform this requirement. If market research demonstrates that only a limited number of sources possess the requisite capabilities, technical qualifications, host-nation regulatory compliance, and capacity to perform this requirement in Peru, the Government may consider an acquisition approach commensurate with the results of this market research. All interested firms capable of meeting the anticipated requirements are strongly encouraged to submit a comprehensive capabilities statement. 7. PROJECT DESCRIPTION: The contemplated scope consists of facilities operation and maintenance services for NAMRU-S facilities located in Lima and Iquitos, Peru. The contractor shall provide all personnel, supervision, management, tools, equipment, materials, supplies, transportation, and other resources required to operate, inspect, test, maintain, repair, and support Government facilities and associated real-property installed equipment. The anticipated requirement includes recurring operations and maintenance, preventive maintenance, unscheduled maintenance, service-order support, minor repairs, specialty-system repairs, materials management, inventory control, technical reporting, quality control, and safety management. The anticipated services may include, but are not limited to: Functional Area Anticipated Services Facilities Operations General facility operation, monitoring, coordination, and management support. Preventive Maintenance Scheduled inspections, testing, servicing, and maintenance of facility systems and equipment Unscheduled Maintenance Demand maintenance, service orders, minor repairs, and incidental infrastructure repairs within the defined scope Mechanical Systems Heating, ventilation, air conditioning, refrigeration, boilers, chillers, and associated mechanical equipment Electrical Systems Electrical distribution, emergency power, generators, lighting, controls, and power-quality support Plumbing and Utility Systems Domestic water, wastewater, drainage, piping, specialty gases, compressed air, and related systems Fire Protection and Life Safety Fire alarm, fire suppression, fire pumps, sprinklers, detection devices, and life-safety equipment Electronic Security Systems Access control, closed-circuit television, public-address, and related electronic systems. However, respondents should demonstrate relevant experience in facilities operation and maintenance, multi-site operations, medical or laboratory facilities, overseas performance, or similarly complex facilities-support environments. The Government must ensure there is adequate competition among potential responsible contractors. The result of this market research will contribute to determining the method of procurement. 9.
